How to Convert HEIC Photos to PDF
PDF is useful when photos need to be submitted, printed, or combined in a fixed page order. It does not improve the underlying image quality.

For one image on iPhone, Preview can export an open image as PDF. On Mac, Preview can export one image or print selected images to a PDF. For multiple photos, arrange them in the required order before creating the document.

Important checks and limitations
PDF pages may be oversized: Full-resolution phone photos can produce a very large document; compress only after checking legibility.
Text stays rasterized: A photo of a document is not searchable text unless an OCR step is added.
Private photos remain sensitive: Built-in local export avoids sending identity documents or personal photos to an unknown converter.

Can I put several HEIC photos into one PDF?
Yes. On Mac, open the selected images together in Preview, arrange the thumbnail order, and use the print dialog to save them as one PDF.
Will HEIC to PDF make text searchable?
Not by itself. The PDF contains image pages. OCR is required to create a searchable text layer.
